BACKGROUND: On December 15, 2011, the City initiated a recruitment process for appointments to an Element Review Advisory Committee (ERAC) to review all draft General Plan elements. Please refer to the December 14, 2011 staff report for background information on the ERAC and the General Plan update planning process schedule. All applications were due to the City by January 9, 2012 before 6pm PST. Advertisements were run in the Coast News and news articles were featured in the Coast News, North County Times, and Encinitas Patch. In addition, community groups were notified of the recruitment, as well as notice on the City's webpage (www.encinitasca.gov) and General Plan project website (www.encinitas2035.info). Forty-three applications were received by the due date. One application was received after the deadline. Applications received prior to the deadline have been enclosed as Exhibit "CC-2". Appointments to the ERAC are scheduled to be made by Council on January 25, 2012. RECOMMENDATION: Hear each applicant briefly explain his/her qualifications and/or interest in serving on the ERAC. The health element in its current draft form is a model for other communities, and I would relish the opportunity to assist with the finalization of the General Plan. My organization has a commitment to participating in the general plan update process in communities throughout San Diego County, and we have advised on updates in the following communities: San Diego County, Vista, Escondido, Chula Vista, La Mesa, and San Marcos. General plans have a tremendous effect on the health of the community; they should include specific direction about how planning decisions shape public health issues connected to the built environment, including but not limited to: healthy food access, active living, aging in place, and respiratory illnesses. Encinitas has taken a commendable step towards improving the public health of its community with the draft General Plan, and I look forward to participating in its completion. I am applying to serve on the Element Review Advisory Committee ("ERAC") based on my position as a Vice President at Teffamar Retail Centers, LLC, the Carlsbad-based owner of the Camino Village and Encinitas Village shopping centers. Terramar's two shopping centers anchor New Encinitas and together comprise more than 420,000 square feet of retail space and nearly 1,750 off-street parking stalls on over 38 acres fronting El Camino Real. Our tenants include Ralph's, Trader Joe's, CVS, Chase Bank, US Bank, Citibank, VONS, Home Goods, Starbucks, Chipotle and many more. Terramar's portfolio includes 23 shopping centers in the Western U.S. totaling over 3.7 million square feet. I manage development and redevelopment projects at Terramar, and my responsibilities include entitlements and other governmental approvals, project management, land acquisitions, site analysis, financial analysis and coordination with various stakeholders. Since joining Terramar, I have personally managed projects valued at over $120 million. I lived in Leucadia for two and a half years, from July 2002 through November 2004. My family and I often frequent Encinitas' diverse and wonderful retail and restaurant options, and we would love to move back to Encinitas at some point in the future. Vulcan Ave. Encinitas, CA 02024 Re: ERAC Position To Whom It May Concern: Please accept this brief recap of some of my background as it might, along with the attached Application, help determine my qualifications to be considered for a position on the Element Review Advisory Committee, I have been a resident of Cardiff for almost thirty five years, prior to the incorporation into the City of Encinitas. Beginning in the mid 70's, I spent eight years as a commercial real estate broker with Coldwell Banker and was involved in the sale and leasing of many properties in this area. As a result, I have always paid close attention to the planning and zoning decisions made over the years and was an active participant at the public hearings held prior to the adoption of the first General Plan. Although now retired, I still follow with interest any of the decisions made by the City as regards the future new or re- use of the land within our community. My career after Coldwell Banker was as a developer and owner of commercial shopping centers. I've developed small, two acre projects but most of my activity was in developing larger, twenty to fifty acre "power centers". All of these were in other states. Of course the development then led to the leasing and management of those projects. I was also involved with the planning and development of three apartment complexes in Escondido so I have a sense of how important it is to correctly position and plan a residential element within a community. In fact, the three apartment projects I refer to were the first ones on the west side of Escondido as I saw the synergy shifting to align with the transportation corridor of 1-15. This position was opposed by the planning department at the time but proved to be the natural progression for the residential and commercial components of that community. For three years I served as the Governmental Affairs Chairman for ICSC, the International Council of Shopping Centers, an international organization of developers, retailers, brokers and others involved with the shopping center industry. I served the three state area of Montana, Idaho and Utah and represented our organization in pursuing our common interests in both local and national political decisions that could affect our industry such as a national sales tax for internet merchandising. 01/18/2012 ITEM #04 54 City of Encinitas January 9, 2012 Page 2 On a more personal note, I have always been heavily involved with the sports of running and triathlons. My club was the originator of the sport of triathlons and has been acknowledged as such so it is with great pleasure that I live in Cardiff, the "home base" for that sport. I am currently an active age group competitor and coach with the San Diego Track Club and also on an individual basis. The parks and trails in our community are used daily by those of us that are active in these sports and as a result, I pay a lot of attention to those elements of a General Plan in hopes that I might "right a wrong" if I see a conflict coming that would impede those activities. I worked from college (1967) in the art business and ended up opening my own gallery (1996) in San Diego, Gallery Old Town, which I closed upon retirement in 2010. I have a B.A. from Cornell University in Art (and Architecture) History, advanced M.A. and C. Phial degrees from UCLA in Theater Arts/Film/TV/Video. I have over forty years of deep academic and professional credentials and expertise in the visual and applied arts: video, film, television, photography, architectural history and community, art history and criticism.. I am a respected and published author in art/film history. I feel my gallery was an appreciated and highly frequented resource for greater San Diego over its 14 years in business. Flores-Saaib, Ph.D. Dear City Council Members, Imagine a re-developed New Encinitas where not only its current residents but also neighbors of all of the other city communities would want to spend time and visit with their families. I will come back to this point at the end. First, a little above me. Since 2004 I have lived on Orange Blossom Way, 2 short blocks from El Camino Real, in the Fieldstone development. Both of my children attend Flora Vista. My spouse is a small business owner. As a typical citizen of Encinitas, I spend time with my family shopping, going to restaurants, visiting the city parks and museums in all five communities. I am a biochemist by training and in my current position as a Manager of Scientific Affairs at Merck KGaA, a facilitator of successful communication to execute successful projects between legal, business, manufacturing and R&D groups. Working with these teams on a daily basis at my workplace I am involved in various ongoing projects that range in market size from a few tens of thousands to a few million dollars. I am a member of the Advisory Committee to the Bioengineering Department at UC Riverside and previously a member of the FDA committee at BIOCOM in San Diego. In 20091 supported Flora Vista by participating in a successful team effort to raise funds when the budget crisis hit our school. Along with others that participated in that effort, I held meetings at my home for strategy and planning and rallied with parents in the Flora Vista subgroups of Encinitas Educational Foundation and PTA to agree on mutual goals and successfully raise funds (tens of thousands) to cover the gaps for special programs at our school. I have actively participated in the local YMCA Youth Adventure programs for 7 years with my son and daughter, through which I have met many of my wonderful neighbors from all the communities that make up Encinitas. Along my street my neighbors include a retired Marine officer, software engineers, an owner of a travel agency, a graphic designer, a defense industry manager, a life sciences product manager, a retailer, a Mira Costa college professor, and a high school math teacher. This great diversity in backgrounds is one of the factors that makes ours a neighborhood in which it is interesting and attractive to live. Since attending the informational meeting about the Encinitas 2035 re-development plan in 2011 at the Encinitas Community Center, I have had the vision to communicate and disseminate information and bring together the various members of our community who have expressed opinions on the plan. I would like to empower and enable individuals in our community to speak up to have a positive impact in the city re-development plan. In preparation for this application I spent a few hours this weekend visiting my neighbors (see map attached) and asking whether they were aware of the Encinitas re-development plan. Of 13 persons surveyed, only 2 were aware of 01/18/2012 ITEM #04 87 the plan (one of them due to a previous email I had sent about the matter). I have obtained permission from all my neighbors to send them information to keep them updated of the status of the plan and to encourage active involvement. I want to hear the opposing and similar ideas from everyone in the community, and then find the common thread and help weave the network that binds us all together. There will be many talented citizens applying for this position. It is great to see that there has been a great outpouring of interest in participating in city plans. As the interviews have been canceled and the application form was not conducive to additional background information, I would like to provide some brief background that is relevant to my application for ERAC committee member. I spent 8 years consulting: for PriceWaterhouseCoopers (New York City and in Europe) and -for A.T. Kearney (in D.C.-area) in organization restructuring and process redesign around a companies' strategy (vision and mission statements). My Ph.D. is in Behavioral Psychology (my professional -background is Organizational Behavior in profit and non-profit companies). As part of my work, I gathered input through data collection, interviews, questionnaires, and focus groups from stakeholders (in all levels of the company as well as customers). The quality of the input was important to develop the best solutions, and stakeholder buy-in and ownership were key to ultimate implementation success. The inputs were used to redesign the organizational structure, redefine -work/process flows and develop the right performance measures that accurately reflected a .ompany's priorities and at all levels of the company. My experience was in the full life cycle - design, implementation, and performance measurement. I very much enjoyed the process of working with a variety of stakeholders with diverse viewpoints and taking on the challenge of achieving consensus required to build actionable and sustainable solutions. I think that these skills would be relevant and useful to the ERAC team. I am familiar with the General Plan Update (GPU), as I have attended all (except 1) GPU public meetings and participated in the workshops. I continue to follow the GPU process. On a personal note, our family plans to be long term residents of Encinitas, so we would like to continue to be involved with the City's developments. Aside from some relevant work background, a little bit about me: I am a Cardiff resident (6.5 years), have four school-aged children (so very involved in local schools and sports), compete in occasional ocean swims, and my husband and I run a small business (9 years).
